60 Gb disk not formating in win2k fat32

I am reinstalling a machine with 2 x 60 Gb disks with win2k SP1. The first partition is 8 Go NTFS, with the system : no problem. But when I try to format the 52 Gb partition in fat32, I get an error, around 94%, and a refusal. It allows me only to format a 32 Gb partition fat32 or use NTFS. Is there a work around to this limitation ?
