95 machine will not save associations

We have a Windows 95 machine that will not save file associations. For example, when the user tries to open a PDF file from email it will not open because it doesn’t have an association. I go in and establish the association and it works. If I then have the user reboot the problem reappears. Any suggestions would be greatly appreciated.
