98 comp. unable to obtain IP adresses

I have a 4 computer network w/NTserver, there is a computer that is running WIN98 upgrade (first edition), there is a DCHP + WINS on the server.
the computer cannot get the ip adresses or host names of the other computers on the network, they all have static adresses set by the DCHP and are logged in the WINS server.
the computer comes up with the error : “there is no logon server to service the logon request”

ne ideas whats worng and how i can fix it?
