98 stuck at blue and white color bar

Hi. Ihave windows 98, and it took a long time to boot before(this system was previously owned.) and now it stays at the flashing blue and white bar going through the different colors and windows won’t finish loading. I have run Norton virus scan as well as disk doctor, but norton 2001 has not reported any virus. Can any help that could allow me to start windows?
