A puzzling matter

Hello everyone. I have the following situation and would really appreciate any help you can provide. My daughther downloaded a programme which erased the windows and command directories of her computer rendering the CD and LAN access useless. To make matters worst, she doesn’t have a floppy drive on the computer. Booting from the CD is also not possible. Here’s the configuration: PII 350 Mhz, 196Kb RAM, Win98SE. Thanks.
