About Domain

Hi,
I have two domain controllers in windows 2000 one is root and other one is child domain.I installed Active Directory on both and the replication is also there.And i have 20 windows 2000 professional computers.I want my users can login from boththe domains in case one is down.So i remove the network cable from the root domain.But my users can’t login from my child domain.How to solve this probs.
