about setup builder or installer

Hi
here we have a software on a pc (many pc) which need .dll
files of four applications:visual basic,oracle,sql server,
crystal report,but we dont want to install all of them to prepare these files.We found that there may be some setup files or setup builders which help us create all these .dlls once without any necessity to install the application completely and individually.Would you please send us any guide to find any of these executable setup.
