Access 97 slower on NT server vs. Novell

After switching a 20 user application (based on Access 97) from a novell 3.12 server over to a NT 4.0, users report its slower. How can that be if the NT server is a PIII Xeon 500mhz (Netfinity 7100) and the Novell is a Pentium 133 (Compaq 1500)? The novell server runs IPX only, NT server runs TCP/IP only. Clients are w95 & WinNT workstations. No client32 or intranetware client s/w.
