Access active directory from XP computer

Is there a way to set up the Console Root (user.msc) on my Windows XP workstation. We are running Win 2000 server on our network but I recently got a new Win XP workstation. I have tried to run mmc and install the active directory snap-in but I always get the error snap-in initialization failed. It will only let me set up local modules not network ones.
