Access MDB from a Windows 2000 Desktop

I am deploying Win 2000 desktops in an NT 4.0 PDC network where there is an Access 2000 created database residing on the NT4.0 PDC. Users including the network Administrator user can not open and run he Access database. Error is that user does nothave sufficient permissions. Ask the creater of the Object to grant premissions.

Any one have a solution to this?
