Access of Web Site on IIS

An Intranet Web site was created in a NT4 based server with IIS installed. The
IIS security was set to allow acronysm access, and the NTFS security of files
was also set to allow guests to access. But, the other users, besides the
system administrator who set up the web site, can not access this web site.
The system administrator is the only person who can access this web site.
How to resolve this probelm to allow others to access this intranet web site?
