Access Rights

Is there a way to give access to only one user.
That user will be the only one to see or have access to files or Dir. Even the network administrator can not have access. My servers OS is Netware4.11 and Win Nt 4.0. I will soon drop netware and moveNt 4.0 to W2k. Thank you for your help.
