“Access to the specified device, path or file is denied”

I am getting this message when I insert an instructional CD into my drive. I googled the problem, & came up with a host of answers, most of which seemed not applicable to my situation.
One post, from Smart Computing, did seem to be exactly what was happening to me, so I followed their instructions about editing my syoc.inf file – but their routine did not effect a cure. Does anyone have any ideas, please?
