Active Directory

I have a Windows 2000 server running AD. One other 2000 server is in this domain. This second server logs on the domain fine, but I cannot use an Active Directory snap in to connect to the domain. I was attempting to run DCPROMO to add an additionalDC when I discovered the problem.

The second server has its primary and secondary DNS info pointing to the DC. When I browse for the domain, I can see it. The error messages state that the DC is not operational. I can see the second server from the AD on the DC. If I attempt to manage it, the error message states that the path cannot be found.

Any ideas.
