Active X Controls

I work with parcels & maps, And every time I try to pull up the maps I need, I get this message:This page provides potentially unsafe information to an Active X Control.
Your current setting prohibit running Controls in this manner.I tried resetingthese controls but I still get this message,also when I am in explorer help.
