ActiveSync Connectivity

I recently acquired a UTStarcom PC6700 touch screen phone. I have been trying to get ActiceSync to work since, tried 4.5; 4.2; 4.1 and neither one will recognaize my unit.Both keep beeping as they try to locate – I know that I will still be able to copy some files across without that but I will not be able to sync or upload. Previous attempts to skip this process left my copy process frozen when I tried to upload files to PC from the phone.
I have disconnected my firewall and antivirus software and still ActiveSync cannot find my Pocket PC even though Windows identified it as New Hardware.
I have tried finding a older version but nothing.
Any suggestions please
