Add and Remove Crystal Report in XP

I am getting the follwoing error From XP while Add/Remov the Crystal Report.

Pleas, Can u help us to sort it out this problem.

The Window Installer Service could not be accessed.
This can if u r running windows in Safe mode, or if the windowsInstaller is not correctly installed. Contact your Support Personnel for assistance.

Though we are removing thru. normal XP windos session.
