add and remove will not open

I can”t get add and remove programs to open in control panel on XP Home. Tried to restore but it would not restore to an earlier date before trouble started. All other programs in control panel waork fine. I do not have WIN XP DISC> the program is OEM by DELL ON 8200. aNY THOUGHTS WILL BE APPRECIATED.Thanks, Jack
