Add/Remove programs does not run.

After installing a program on a Windows 2000 server running Terminal services the Add/Remove program function in the control panel does not run anymore. Does anyone know how to fix this problem? I can install programs with the “Change User” command, but I want to remove a program and I can’t. The program does not have an uninstall.
