Adding a PDC to a domain

I am adding a new server to the network which I will use as a PDC. I am having trouble promoting it from BDC to PDC status. I get error messages saying that I need to synchronize server although this has been done numerously. If I shut down the PDC,I can then promote the BDC but then get event viewer messages netlogon messages saying the server and other PC’s have lost their SID’s. I do not want to have to recreate new computer accounts on the network.
Does anyone have any ideas/comments
