Adding a slave hard drive under win 98

I have an old pc with win 98 on it. (Viglen pentium II 128mb ram and 4 gb hard drive). I have added a 5gb slave hard drive (already fromated with data on it) but the system does not see it

How do I get the system to see the hard drive?
