Adding additional domain controller to e

I have created a WIN2K domain in a WIN 4.0 NT forest. The first WIN2K server promoted fine. This was the 1st DC in my new domain. When I tried to promote the second server to a DC, I receive error message as follows.

“The operation failed with the following error”

“The specified domain either does not exist or could not be contacted”

I have tried everything that I can think of and to no avail can not get the second server promoted to a DC.
