Adding NIC to old Acer Pentium 60; Win98

Want to use an old AcerPower desktop Pentium 60, 40bm RAM, as a web browser only. Have tried 3 different network cards (old Intel, 3Com, and new Linksys LN2000), all pass diagnostics, but can’t see other PC’s on network via Linksys router, have tried all combo’s of protocols. Formated hard drive, installed Win98 fresh. Linksys support says go back to Win95?
