Adding Quick Launch Toolbar to NT 4?

I was recently at an NT 4 machine that had the quick launch toolbar installed on it. It is the one that comes with Windows 98 and Windows 2000. My question is how can I install it on my NT 4 workstation? It is a big convenience and I would like to have it.
