Adding User rights on Windows 2000 for o

I am not that familiar with Windows 2000 Pro. I have an office with 10 computers running Windows 98, and my personal computer running Windows 2000. In network neighborhood I am able to access the other computers, but the others computers cannot access the Windows 2000 computer. It comes up with a box saying \\willy\ipc$, and it asks for a password to make the connection to the Windows 2000 computer. Can anyone share some insight on how to accomplish this task?
