ADDING USERS AND SHARINS

I am a little new to Nt so please bear with me. This year I had to add 200 users to our server. This was a long process, adding user names, assiging shares and permissions and profiles. Is ther any software out there yet that can reduce these task. Someone mentioned a program called “Mircrosoft Communications Tools for Schools”. It was free at one time, not sure about now. I have looked everywhere for it. Every search i could think of . Any one able to help me out here… Thanks
