Adding Windows 95/98 users

Can there be multiple users on one Windows 98 SE machine? If so, how?

My mom is now using my old Win98 SE computer and I want to set up a new user environment for her (desktop, email, etc), while keeping the one I have. I’m trying to setup a new user in the System Policy Editor, but when I try to save it I get an error something like, “error writing to the registry, file not saved”.

Microsoft Knowledge Base Article Q176059 looks like what I’ve already tried but got the above error. However, I saw a question (with the same title as mine) in Technical Q & A on this site which says that a 3rd party program is needed.
