Additional Domain Controller

I have a Windows 2000 Advance Server as PDC ,this PDC was upgraded from Windows NT 4.0 Server…. I am trying to add a new W2K Advance Server as Additional Domain conroller , but I get following error
” Specified domain either does not exist or could not be contacted”

My PDC is acting is Primary DNS server and I tried nslookup also from the new server with _ldap._tcp.FQDN and it resolves to my PDC . I have checked sysvol and it is shared.

I have tried documentation on Microsoft but no use , Can someone can find me a solution ??
