Admin Functions without Admin Rights

I administer a Citrix Metsframe Network environment running Windows NT 4.0. Administrative rights are granted to a select few, yet other need some functionality within those rights. Can I assign ‘run command line’ to start-up without compromising the security of the network? How is this done?
