Admin password

When accessing the win2k server from win98 user it asks for admin password. 1st I’ve tried the admin password with no access, 2nd Can I set up a seperate password for that user to access the server so not to user the admin password. There are users and passwords currently in use, but will not work from the win 98 unit.
