Admin Tools Question

Small network consists of 3 Windows 2000 Domain Controllers (ServerA, ServerB and ServerC). ServerB also runs Exchange 2000 as well. Now, If I create an account on ServerA, I cannot also create a mailbox on serverA. I would have to go to ServerB anytime I add accounts. My question: Can I get the Exchange options (in Admin Tools)on ALL Domain Controllers? I would like to add accounts and mailboxes from any DC. Thank you in advance for the input and help! (I am wondering if you can exportthe current adminpak.msi on serverB and then install it on the other 2 servers… Thanks for the help!
