Administering Win2k systems remotely

My network is NT based. I ve around 10 to 12 win2k systems both normal server & prof. apart frm win95/98/nt wks based sytems.My IS admin pc is also 2k prof.Though I can monitor & alter all the settings by adminstrative tools of the all the Win2k systems remotely, but I cannot chg. security policies specially user rights of those pcs. I cannot use active directory as my network is nt based or user manager for domains..Can any one help me in this regard..What utility I should use for the same.
