administrative message in win2k

Can you tell me how to send administrative message (for example that the server will be rebooted) to all users in the network in win2k, “not a console message to only 1 user or selected users using computer managemant”, say that I have a 1000 user, I can’t use that way and type the names of all machines, any help?
