Administrative Tools Install Issues

Installed Administrative Tools on a Win2K Pro. When attempting to open Active Directory Users & Computers I receive an error message:

Naming information can not be located because: The server is not operational.

The server is operational considering it is my DC and I am logged on to the network. How can I fix my issue?
