All Desktop Icons Duplicated on Taskbar

Strange situation – A client has a duplicate of every desktop icon, whether it is a shortcut, folder, or actual file, duplicated on his taskbar. If we right-click and select Delete, the object is deleted from both the taskbar and the desktop.
How can the objects be removed from the taskbar without affecting the desktop?
