allow only applications tab in win 2k

I have a group of users that are running Win 2000 pro and need to disable most functions of the task manager on their image but need to leave access to the application tab for ending frozen applications quickly. We have one applicaion that dose thisfrom time to time and need the users to have access to this without giving access to the entire task manager. Can this be done and how?
