Always get Internet Connect at Boot up

Every user switches on Win 98 PC, the standard “Connect” to Internet pops up.
He want’s this to only pop up when clicking Outlook Express or Internet Explorer.

There is nothing in “Start-up”. Must be in registry somewhere
