any alternate of internet connection

In a network environment of around 60 pc’ss
(LAN T1 ), only a handful of pc’s are allowed internet access. Is it possible to have some pc that doesn’t use TCP/IP stack, connected to the internet using BIOS or by
any other means? If yes, please inform in detail. (connection through a proxy server is ruled out, because that demands the IP address to be specified which in turn calls for putting the TCP/IP stack)
