Any ideas on my small database project?

We currently have a single database program that basically does a lookup and display on two indexes. We need for you to convert our current clipper dbf file to one that is either dos based, or windows based. We are open to any suggestions that you may have. Also, we would need a solution to add more records into the dbf and import them from a csv or similar file. Basically all your program would need to do is take in two fields, search the database for these two fields and display in an orderly fashion the records that fall into these categories.
