AOL 6.0 steps on Telnet – Any solutions?

I run an enterprise of 700+ clients, mostly NT, but some are W98/W95. Some of my useers have installed AOL 6.0 and it has squashed telnet functionality on the PCs. Tiny Term, Term Lite or telnet from a DOS prompt will not work. Anyone ever seen this/ have a solution?
