APM in WinXP

Hello,

Im having a bit of a problem. Im bulding a new pc and everything works great except that when I shutdown the PC it restarts intead of powering off. I check for APM setting and WinXP Pro in this PC doesnt even have the Hybernation tab.

If anyone can help it would be greatly appreciated.
