Application failed to initialize

Lately, whenever I go to shutdown my computer the following error message title box appears:

winnet.exe – DLL Initialization Failed
The application failed to initialize because
the window station is shutting down.

This message box comes up each time when i try to shutdown and prevents the shutdown execution.
What is this about and how do I get rid of this message?
