Apply default W2K settings to all users?

Problem is this: we know how to apply default desktop, programs, etc. to all users on a W2K machine. Can’t figure out how to apply settings like power, screensaver (password protected), etc.
Tried copying Current User registry settings to DefaultUser, but seems to have no effect. Does anyone know of any registry hacks or any other way to accomplish this (besides the use of profiles)?
