Applying policies on a Win2K Term Server

I need to configure policies on my Citrix Term Server, stuff like remove the Run line, hide Netwk Nbhood, but I don’t want to do that for administrators. What is the best method use to apply policies to a Term Server for domain users but not apply to my administrators? Thanks.
