Apps run sluggish on NT Server

Background – We run an application that combines the use of Parodox database with Autocad for design work. These applications run on an NT server 4.0. We reloaded the OS because we needed to repartition the hard drives. After installing and patching the server, and restoring the files, communication between users and the server is severely sluggish. The time it takes to open or save files has gone from 5-10 seconds to 45-60 seconds or even longer? Any help would be appreciated.
