Are XP graphic files compatible with W98

I saved a Windows XP jpg file onto a disk and tried to open it on a W98 system. It didn’t work. I then tried to save it as a bmp file and I kept getting errors. Are the graphic files saved from XP compatible with Windows 98 OS??
