Arrrghh .ras files

i have downloaded a .ras file. the producer of the file has said
“To uncompress this file must use ras compress software.
It’s the latest technology, 18% more compression than winrar.
In few weeks, the will be new standard in emule and torrent files.”

i have tried Filesee with no sucsess (shows nothing)
i have tried PMview (shows a blank white sheet)
i have tried AYEconvert (nothing)
and RASmaker (window opens then closes in about 1.5 secs)
free video decompiler (god knows)

I just can’t unpack this file
please can you great guys help me view the file
