AT Commands fail

Anyone know why the AT Commands fail between a BDC and PDC. We have an Admin account set up that can log on as a service and as a batch job. Scheduler service is running on both machines using this account. You can run the batch file manually, but not as a scheduled batch job.
Any help would be appreciated.
