At startup PC boots to start menu. Why?

At startup PC boots to the start up menu asking if I want to start in “Normal” mode, “Safe mode etc”. If I leave it alone it will start in normal mode after 30 secs. There are no conflicts in Device Manager. Everything appears fine. But, it won’t just boot right into Win98. Any suggestions?
