Auto-Disconnect not working

When I close my browser, the auto-disconnect dialog box flashes for a spit second and then vanishes. I have to manually disconnect at that point.

It’s a fresh install of Win98SE.
I deleted and recreated the dialup account.
I’ve tried turning off and then re-enabling auto-disconnect.

Any ideas?
